  • Poseidon Carlsbad: Desalination and the San Diego County Water Authority

Extreme drought conditions in California have significant impacts on the ability of the San Diego County Water Authority to provide adequate water for current users. Water shortfalls also could curtail the economic development of one of the fastest growing regions in America. Seawater desalination is expensive and energy intensive, but it could be a partial solution. Brian Brady and other members of the Authority need to vote for or against a financing and construction plan that includes a 30-year water purchase agreement with Poseidon Resources (Channelside) LP, a private company. In the early years the cost of water would be almost double the average unit cost the Authority pays at the time of the decision. Is this proposal good policy in the long run to lock in supply and price for 7% of the region's water needs? Is the private finance and provision of public infrastructure appropriate for a basic good like water? The case also investigates the allocation of water supply and usage in California and the environmental impacts of running this plant on electricity drawn from the local utility, which in San Diego County is about 65% from fossil sources. The case is intended to be used as an introduction to water policy, seawater desalination, bond finance and cash flow waterfalls, infrastructure as a foundation for economic development, and risk allocation in public-private partnerships.

  • Classic Fixtures & Hardware Company

Classic Fixtures & Hardware Company is a nationally-known manufacturer and distributor of kitchen and bathroom fixtures and trim, as well as lock sets and hardware for doors and windows. The company is privately held and has limited access to capital markets, so it depends on a loan facility with Southwest National Bank to finance its seasonal working capital needs. Level production and seasonal sales result in higher inventory levels and loan balances in the first half of the year and declining inventory and loan balances in the second half of the year. In 2008, Classic's loan balances have grown beyond forecasted amounts, and its CFO believes that Classic will likely be unable to pay off the loan balance before the end of the year. The CFO and a senior loan officer from Southwest have scheduled a meeting in order to determine both the reasons for this problem and what Classic might do to turn itself around.

  • How to Restore Public Trust in Banking

Doctors have the Hippocratic Oath and lawyers have the Bar, yet bankers have nothing but their word. And that just isn’t enough anymore. The economic costs and fines related to irresponsible banking activity between 2008 and 2015 total almost US$8 trillion. In this article, the former president of BMO Capital Markets offers recommendations on how the industry can earn back public trust. First, bankers need to realize the importance of their actions. They have responsibilities as leaders within an industry that is the lifeblood of both the global economy and society. Second, consistency and a demand for high standards across all asset classes and markets must be expected at a bare minimum. Third, bankers need to remember that larger forces continually shape their industry and should help more to deal with the contagion caused by volatile markets. Fourth, while bankers must be transparent about the industry’s challenges, they should also highlight its successes. Finally, bankers should make sure to leave the industry in a better condition than they found it.

  • To Grexit or Not? Politics and Greece's Sovereign Debt Crisis

In November 2012, the Greek economy was on the precipice of collapse. Antonis Samaras, Greece's newly elected Prime Minister, faced a difficult decision regarding the harsh terms of austerity proposed by the European Commission, European Central Bank, and the International Monetary Fund, in exchange for external support in the form of a financial bailout. If accepted, the bailout would prevent the country from defaulting on its sovereign debts, but would create blowback among domestic voters and potentially result in Samaras losing power. On the other hand, Mr. Samaras could reject the austerity demands and take a course of non-action. This would assure a bank crisis, debt defaults, and capital flight, perhaps precipitating Greece's exit from the Eurozone altogether and the resumption of its national currency, the drachma. At stake was a decision with deep ramifications for the political and economic future of both Greece and Europe. This case explores the political economy determinants undergirding Samaras' choice. Students evaluate the causes and consequences of sovereign debt defaults using both historical and comparative evidence, analyze the domestic economic conditions that triggered Greece's crisis, study the role of public opinion and party politics in shaping policy outcomes, and apply theories of international cooperation in order to understand the interests and strategies of Greece's foreign creditors. Overall, the case illustrates the complex manner in which domestic and international factors interact to shape political contestation over financial policymaking.

  • Tears With Them, Tears Without: Onion Prices Make India Cry

Onion prices have been particularly volatile in India, reaching an all-time high of Rs. 100 in the month of October 2013 in certain parts of the country. The core of the onion price problem appears to stem from massive hoarding by cartels of intermediaries. How can this be stopped? Are there deeper problems with India's agricultural policies that belie the onion market failures? Onion is an important commodity for Indians of all classes; it is also the one that has swung political fortunes in India. The state of affairs in the onion market is indicative of gaping policy holes in the Indian agricultural markets. As India gears for the national elections in 2014, there is heightened interest in policy manifestos of the competing political parties. A history of policy measures adopted by past governments of India and the effects of these measures are outlined in this case. The case provides a platform for students to discuss the appropriateness of various policy measures with respect to agricultural produce marketing in India.
