  • The Economic Development Board: Energising Growth for Singapore

For the last 50 years, the Economic Development Board (EDB) has been one of the key pillars of Singapore's economic success. The story of EDB's strategies through each period of Singapore's development is well documented. However, much less has been written about EDB the institution - the EDB strategy, leadership, culture, and mindset that allowed EDB to make the necessary shifts to innovate and create economic value for Singapore. This case study describes the development of EDB the institution, against the backdrop of Singapore's economic development.

  • Nanjing Gaoke: Could China's SOE be Effectively Transformed into a Market-Oriented Asset Holding Company?

Nanjing Gaoke, a Chinese state-owned enterprise (SOE), has reformed itself into a listed company in China's emerging capital market with a strategic focus on equity investment in high-potential emerging companies, enabling the SOE to effectively leverage financial resources and expand its business portfolio into diversified industries. After merely 25 years of history, Nanjing Gaoke has built up four core business sectors for its investments: urban real estate development, pharmaceuticals, finance and venture capital investment. Its shareholder equity capital has increased by more than 1,000 times compared to its original paid-up equity capital. Since the Nanjing municipal government has been the major shareholder of Nanjing Gaoke, the state-owned asset has also increased substantially with Nanjing Gaoke's business portfolio expansion. With the increasingly diversified investment portfolio managed under the structure of a listed company, Nanjing Gaoke is no longer a typical SOE but a government-controlled shareholding company fully integrated into the market economy. Its multi-tier investment system under varying organisational structure of ownerships has enabled itself to deviate from the direct control of the government's State-owned Asset Supervision and Administrative Commission and manage its asset portfolio more efficiently by following changing market conditions.

The American shale revolution has upended oil and gas markets for nearly a decade...Prices have risen then plunged, production has surged and then waned, LNG has boomed and technology and productivity have improved. U.S. energy policy, under the Obama administration, authorized a handful of gas exporters, despite pressure from domestic chemical and utility interests, and approved oil exports for the first time in 40 years. Environmental issues and questions remain unresolved. No one knows for certain what America's energy trajectory will look like in the next decade.

  • Cargill: The Risky Business of Integrating Climate Change and Corporate Strategy

The complex and fragmented agribusiness sector has been resistant to legislation surrounding greenhouse gas emissions and other climate change regulations. Cargill, one of the largest agribusiness companies and the largest privately held company in the U.S., has the ability to become a significant driver of the climate change conversation and set new industry standards. But, in 2013 Cargill was a traditionally silent group with a negative environmental record. Cargill CEO Gregory Page must decide whether to push Cargill into the climate change spotlight by joining the Risky Business Project, a new and innovative initiative that sought to evaluate the economic impact of climate change on the U.S. economy. Page must weigh the environmental and business implications of his decision, as well as how it may affect company stakeholders.

  • Repsol and YPF (A): A Perfect Marriage?

Back in 1999, the Spanish oil company Repsol purchased 98 percent of the Argentine oil company YPF's shares for more than $15 billion and changed its name to Repsol-YPF. At the time, the New York Times said the deal "appears to be a perfect marriage" and asked, "Repsol-YPF: As Good as It Gets?" However, on April 16, 2012, that "perfect marriage" was effectively annulled when Argentine president Cristina Fernandez de Kirchner announced that her government was expropriating YPF. "The model chosen for the future of YPF is not nationalization," said Fernandez, "but recovery of sovereignty and control of hydrocarbons." This case explores, in three parts, the background to the expropriation of YPF; the responses considered by Repsol; and Repsol's ultimate decision to fight the expropriation, which resulted in its receiving $5 billion in guaranteed bonds from the Argentine government.

  • Planetary Resources Inc., Property Rights, and the Regulation of the Space Economy

Planetary Resources, Inc. (PRI) had a bold, some said crazy, vision: to mine asteroids. One might have assumed that developing the right technology would be the greatest challenge facing PRI. But even if the fledgling company could develop and deploy the sophisticated imaging, prospecting, and communication capabilities required for mining asteroids, two additional obstacles meant success was not guaranteed. First, uncertainty remained over whether, and how, property rights to resources mined in space would be enforced. PRI's leadership's challenge was to anticipate, and perhaps shape, how this uncertainty would be resolved. Making that balancing act more difficult was a second factor: a complex and underfunded U.S. regulatory infrastructure that threatened to slow PRI's progress and escalate costs.

  • Sugary Drink Legislation in Massachusetts

In the fall of 2016, with the January 2017 deadline to file bills fast approaching, State Senator Jason Lewis was contemplating the details of a sugary drink legislative proposal in the Commonwealth of Massachusetts. Senator Lewis had a particular interest in legislative efforts to contain healthcare costs and prevent chronic disease through prevention and wellness approaches. He was particularly concerned about the rising levels of sugary drink consumption and associated conditions of obesity, diabetes, and dental caries, considering such drinks "a uniquely toxic food." As an experienced legislator he knew he was facing a tough battle and wanted to take an approach that would give the bill the best chance of succeeding. Senator Lewis explained, "Massachusetts should be leading the legislative effort to reduce sugary drink consumption in the Northeast. Significant opposition from the beverage industry is expected, but we have a real chance of making progress at the local and state levels."

  • CEO Activism (A)

This case introduces CEO activism, a phenomenon in which business leaders engage in political or social issues that do not relate directly to their companies. The case uses several examples to describe why business leaders are engaging in CEO activism, and the potential benefits and drawbacks: (1) how Angie's List's CEO responded to the state of Indiana passing a controversial religious freedom law; (2) how Duke Energy's CEO supported pending U.S. legislation addressing climate change, and (3) how Chobani Yogurt's CEO publicly supported refugees. Students are then provided with the situation faced by PayPal CEO Dan Schulman after North Carolina passed House Bill 2, which Schulman perceived as discriminatory against LGBTQ (lesbian, gay, bisexual, transgender, and queer) individuals. Students are asked to consider whether Schulman should engage in CEO activism, and if so, how best to approach the situation. The (B) case provides an update on Schulman's decision.

  • Boris Berezovsky, Vladimir Putin and the Russian Oligarchs

This case examines the career of the Russian business oligarch Boris Berezovsky. Berezovsky was one of a small group of business tycoons that became fabulously rich after the collapse of the Soviet Union in 1991, as the new Russian government, advised by prominent Harvard economists, privatized state assets. The case provides an opportunity to explore how this happened, and what its impact was both at the time and for the subsequent development of capitalism in Russia. Berevosky's business empire suffered a major reversal after the appointment of Russian President of Vladimir Putin in 2000. Berevosky's opposition to Putin's plans to restore the authority of the Russian state led to his exile in Britain, where he reinvented himself as an opponent of authoritarianism.

  • Turkey and Russia: Dangerous Liaisons

The case opens in November 2015, after the Turkish military's shooting down of a Russian military airplane over the Turkish-Syrian border. The incident threatened to undermine the countries' political and economic ties, and starting from late 2015, the dialogue between Ankara and Moscow was suspended for several months. The case explores the initial steps toward rapprochement in June 2016. The central dilemma is this: whether in light of the existing uncertainties companies operating in both countries can resume their investments and commercial activities, or should decisions be put on hold? What is the best strategy during such turbulent times? Can companies bet that a reunion would last?

  • Miami-Dade County and Sea Level Rise, Sequel

Supplement to case KS1212. The case - Miami-Dade County and Sea Level Rise - focuses on the politics and economics of local adaptation to the threat of climate change impacts. Specifically it focuses on whether a jurisdiction -Miami-Dade County - should amend a draft consent decree to fix and upgrade the county's sewerage system by including investments in adaptation to climate change. The County has three sewerage treatment plants, all of which are built on the coast and thus vulnerable to possible sea level rise, particularly in an era of more intense storms. The case provides a basis to assess three key issues: 1. How certain are the possible impacts of sea level rise over the next thirty years?; 2. What are the political and economic challenges of allocating present financial revenues for benefits in the future that could be significant, but are uncertain?; and 3. If such investments are approved, who should pay for them?
