Note on Structured Interviewing
Making good hiring decisions is a critical management activity, yet many leaders just "wing it" when interviewing candidates to fill openings by having an organic conversation to assess the candidate's fit, unknowingly subjecting the process to unconscious bias. Instead, organizations should employ structured interviewing techniques to carefully assess the skills needed for a given opening, to determine a consistent approach for fairly evaluating candidates' skills, and ultimately to make the best possible hiring decision. This note aims to help the reader acquire the skills necessary to be an effective interviewer and to champion best-practice interviewing within his or her organization. Beginning by briefly summarizing the pitfalls of unstructured interviewing, the note proceeds to explain three types of structured interviewing techniques, the steps hiring managers should undertake to prepare for and conduct interviews, and tips for making evidence-based assessments. -

AT&T, Retraining, and the Workforce of Tomorrow
By the late 2000s, rapid changes in the telecommunications industry forced AT&T's management team to take on a task that CEO Randall Stephenson called the "biggest logistical challenge" they had ever seen: retraining 100,000 workers by 2020. In 2012, internal company analyses found that AT&T's workforce would lack the skills it needed to fulfill emerging job requirements. AT&T responded by creating "Workforce 2020," a company-wide initiative that sought to address potential skill shortfalls. The initiative aimed to transform AT&T's workforce by implementing multiple changes, such as redesigning job roles, developing new educational curricula with Udacity, and incentivizing employees to retrain themselves for high-demand careers. Some gave high praise to the "Workforce 2020" model, going so far as to call it a new "social contract" between employers and employees. Others worried that the new program was systematically disadvantaging specific groups of workers. In 2018, AT&T rebranded Workforce 2020 to "Future Ready," signaling the company's commitment to retraining its workforce beyond 2020. -

PremiumSoft: Need for Strategic Human Resource Management
PremiumSoft, a Hong Kong-based software company, relied heavily on its creative workforce to drive new product delivery, manage product upgrades, and incorporate customer feedback in its products. As founder and Director of Software Development, the core responsibility of Ken Lin was setting up strategic goals for the organization and identifying new products and opportunities for innovation to ensure the company's growth. In addition to this role, Ken had been the company's human resource (HR) manager since its founding. He alone handled all the HR-related activities including recruiting and retaining talent, and ensuring a healthy work environment. This role, however, had become more challenging over time. Demand for good developers was at an all-time high, and just across the border, Chinese companies such as Alibaba and Tencent were willing to provide Silicon Valley-like salaries and benefits to attract developers. -

Yalia, a Chinese tech company that is experiencing rapid expansion overseas, has been sending more expatriates on assignment in recent years, but its approach to global mobility has not caught up. Managers are not strategic about the expatriation process. Existing mobility policy guidelines are unclear and has not been adjusted to address the company's expansion needs. Xiao Jing, the new human resources director at Yalia, is becoming frustrated with the outdated approach as she deals with a recent complaint from a Chinese mid-level manager, Fan Kewen. Fan, the head of Dubai's office, thinks it is unfair that his housing budget is lower than that of his US colleague from a newly acquired cloud solutions company, and he threatens to shorten his assignment. As she investigates further, she uncovered the difficulties of Fan working in a foreign culture, as well as differences in cultural and policy practices at Yalia and the acquired company. Jing suggests to Liu Hong, head of global strategy and managing director about a policy overhaul, but Hong dismissed, and instead asks her to use monetary incentives to keep assignees happy. What should she do? The case demonstrates how global mobility policies need to consider operational needs, business strategy and talent strategies. It breaks down the components of an expatriate package, and shows how culture can play into its design. It also shows the impact of having a well-structured, strategic approach to managing mobility programs. -
