  • Silverglide Surgical Technologies (B)

Supplement to case LBS113. This is the first of a two-case series (808-040-1 and 808-041-1). From a rocky perch above the city of Boulder, Colorado, Jon Thorne gazed across the city and onto the great plains that stretched eastward before him. 'There's nothing like a vigorous mountain bike ride into the hills,' Thorne thought, 'when crucial decisions have to be deliberated.' It was a summer afternoon in 1999, and Thorne had devoted much of the past three years developing and taking to market a surgical instrument that he thought had the potential to significantly improve surgical practice. Though the feedback from surgeons had been excellent, Thorne's company, Silverglide Surgical Technologies, Inc, had little to show for his efforts. The $80,000 in start-up capital that Thorne had raised was nearly gone and his company's sales to date 'rounded to zero,' as a member of his advisory board had remarked at a board meeting earlier that week. Was it time to broaden his company's market focus from plastic surgeons into other surgical specialities? Was it time to abandon the probe and develop a new product line? Or should he abandon his entrepreneurial dream and return to a salaried job in the medical products industry from which he had come?

  • The Good Commissioner (B)

A high-ranking district administrator in India, upon taking office, is informed that his predecessor agreed to acquire a plot of land for a local jail. When he learns that the landowner is the wife of an influential local politician, he becomes suspicious and decides to inspect the property himself. Located in the middle of a forest, completely inaccessible to transport, and far from police headquarters, it becomes clear that the land acquisition is designed only to make someone rich at the district's expense. Meanwhile, the real needs of the district-to provide safe drinking water, prevent malaria, improve literacy, invest in employment programs, and wean local youth away from secessionist militancy-are slighted. The administrator decides to stall the acquisition, even while realizing that the effort may put his career, and his programs to help the district, at risk. The case recounts his escalating tactics, from bureaucratic trickery to deliberate deceit and destruction of a government document. It provides a vehicle for discussing the ethical duties of public officials confronted with systemic corruption-and possible strategies for dealing with it. HKS Case Number 1889.0

  • Mekong Corporation and the Vietnam Motor Vehicle Industry (B)

At the time of the Mekong Corporation (Mekong) and the Vietnam Motor Vehicle Industry (A) case, product 9A96H002, some analysts felt that the Vietnamese automotive market was about to expand substantially. By 2007, the industry's capacity had increased enormously to nearly 150,000. However, the domestic sales had only expanded to approximately 40,000, and exports were negligible. This (B) case examines the government's interventionist policies that stimulated the expansion of production capacity while restraining vehicle sales. A key element was the continuation of very high import tariffs and other taxes that maintained a protected market for domestic manufacturers. In this context, Mekong continued to operate successfully. This case encourages students to consider the appropriate role of government in stimulating economic development, as well as appropriate corporate strategy in a protected market.

  • MINI USA: Finding a New Advertising Agency (B)

Selling an intangible like advertising services is a difficult task. The first step is to understand how brands buy these services. What are they looking for? What do they need to learn? How do they go about assessing things like creativity, trust, and loyalty? This set of cases puts the students into the roles of the seller (an advertising agency named Butler, Shine, Stern and partners) and the buyer (MINI USA) and asks them to develop a sales strategy and a buying strategy for advertising services. As outlined in the (B) case, the agency developed an intriguing and original approach to assessing the intangibles and students are asked to react to it from a sales perspective and to attempt to generalize the approach to other sales domains.

  • Waterloo Regional Police Services: The CIMS Project (B)

The chief of the Waterloo Regional Police Service was again faced with a crisis in the ongoing development of the CIMS project. It was early 2005 and he found himself again debating the future of this increasingly time-consuming and expensive project. Complicating matters now, however, was the fact that several of his partner organizations in CIMS wanted to go live with those portions of the software which had been delivered from the vendor. These organizations had been struggling with antiquated systems, and wanted to push forward with implementing the new system, despite the continuing presence of system problems. What should he do? Should he encourage those regions to wait and rethink the project or was it best to continue moving forward with those elements.

  • Waterloo Regional Police Services: The CIMS Project (C)

The chief of the Waterloo Regional Police Services (WRPS) found himself preparing for an important board meeting to discuss the fate of the CIMS project. Earlier that year he had recommended that the contract with ITG be cancelled and negotiations toward this end were proceeding. Now the chief was faced with the task of recommending an alternative vendor and approach for completing this important project. WRPS needed to install a suitable computer-automated dispatch and record management system - key CIMS components - prior to December 31, 2005 as 2006 was the federally mandated deadline for implementing this functionality within police agencies. The chief knew that WRPS resources would be heavily tasked to meet the December 31, 2005 deadline, even if a vendor was chosen as soon as possible. The chief was well aware that a decision needed to be made regarding the best vendor to manage the next phase of the CIMS project as quickly as possible to allow WRPS and the vendor project team time to implement the required solution. The chief believed that the first step was to select the best vendor and then present the recommended solution to the board.
