In 2008, amidst widespread farmers' agitation over land acquisition issues, Ratan Tata, despite investing ₹300 crores, was compelled to abandon the Tata Nano project in Singur. Using Kingdon's multiple agenda setting model, this case examines why despite the huge victory of West Bengal's Left Front government in 2006 on the motto of "development" and a strong political will the setting up of the Nano plant of Tata Motors Limited (TML) failed. Is the large package of financial incentives offered by the West Bengal government to the TML a good strategy to attract private investment into the state? What other tools can policymakers use to bring investment to the state? Should the government invoke provision of eminent domain to acquire land for private enterprises? -

Sterlite Copper's Nemesis: Misreading the Politics of Policy (A)
Since its establishment in 1994 in Thoothukudi, Tamil Nadu, Sterlite Copper was mired in several controversies, including flagrant violation of compliance norms, causing extensive environmental degradation and health hazards. Sterlite Copper faced stiff opposition from the local community when it announced expansion of its production capacity in 2018. On May 22, 2018, the agitation took a violent turn when the police fired at protesters demanding the permanent closure of the plant, resulting in the death of 13 people. Using Wilson's interest group matrix, this case examines the impact of interest group activity on the policy politics process, the importance for businesses to interpret the policy politics process and its transitions, and how the strategies of different actors need to be responsive to the policy politics to prevent conflicts from escalating into crisis and tragedy. -

The adoption of information technology (IT) in public services in India has been uneven and fraught with numerous difficulties. The case describes a context within the Indian police, where a middle-level officer, Vijay Kumar, led the adoption of an IT-based projectto organise an All India Level Police Meet. Vijay faced significant resistance from senior police officers, and he had to navigate the realm of organisational politics to implement the organisational change project within severe time constraints. Vijay had clearly articulated the design principles of efficiency, transparency and accountability behind the implementation of the IT project right from the beginning. While he took ownership of the project to see it through, he also sought the sponsorship of the top leadership to overcome contingencies in a project of dynamically changing scope and tight deadlines. -

In 2014, an inquiry was filed against a member of the Indian Police Service who had engaged in his duties as a police officer with the utmost integrity. As the director general of police, the highest administrative position in the police service, he had acted with independence and honesty in pursuing several high-profile cases. Consequently, the state government retaliated by filing a First Information Report (FIR) against him in a matter that was more than 10 years old. Although there were some ambiguities pertaining to the technical details of the case, the director general was proud of his reputation and trusted the judicial system. Would the High Court agree with the director general that this inquiry was unwarranted and exonerate him by quashing the FIR filed against him? -
